Xin chào tất cả các Quý vị! (Good morning everyone)

Now in its 11th year, the PCI activity remains an important part of United States-Vietnam journey to a deeper, more effective partnership. It demonstrates how together we can strengthen our relationship while improving the business environment. The PCI program has consistently promoted the voices of the private sector while engaging provincial governments in business environment reforms.

We have found over the years that the provinces that have led the way in the business reform have important traits in common, despite their differences in geography and economic conditions. First, their provincial leaders have made competitiveness a policy priority and have dedicated resources to assure it. Second, successful provinces have developed innovative approaches to complement central government plans and regulations. Third, these provinces actively worked together with the business community, which proved to be extremely capable and influential. Finally, successful provinces have engaged mass media in the reform efforts so that businesses and provincial officials remain informed of progress and challenges.

We congratulate the best performing provinces and the provinces that have shown improvement this year. We congratulate the VCCI for their great leadership and ongoing collaboration.

Thank you all for this wonderful launch, and for all that you have achieved over the last 11 years of economic governance reform. Your efforts to improve competitiveness will be critical to Vietnam’s success and particularly to developing a more inclusive economy.
