Joint Press Statement on the Seventh Vietnam – U.S. Political, Security, and Defense Dialogue

Vice Foreign Minister Ha Kim Ngoc and Assistant Secretary of State for Political-Military Affairs Puneet Talwar met in Hanoi, January 22-23 for the seventh annual Vietnam – U.S. Political, Security, and Defense Dialogue to discuss a broad range of bilateral, regional, and global issues of mutual concern.

During this dialogue, Vice Minister Ha Kim Ngoc and Assistant Secretary Puneet Talwar noted with satisfaction the encouraging progress that has been made since the forming of the Comprehensive Partnership between the United States and Vietnam in July 2013. The two delegations also discussed coordination for activities to commemorate the 20th anniversary of normalization of relations in 2015. Regarding the multilateral arena, the two sides exchanged ideas on promotion of Vietnam – U.S. cooperation in regional and global mechanisms, including those in which ASEAN plays a central role.

During the dialogue, Vietnam and the United States reaffirmed their commitment to strengthening the bilateral relationship, which is based on friendship, trust, mutual respect, and shared commitment to a peaceful, stable, prosperous, and secure Asia-Pacific region. Participants addressed measures to strengthen cooperation in multiple areas, including maritime security, humanitarian assistance and disaster relief, nonproliferation, counter-narcotics, cyber-security, PKO, and law enforcement issues. The two delegations exchanged views on the situation in the South China Sea and reaffirmed their shared interest in maintaining peace, stability, freedom of navigation and overflight, and resolving disputes through diplomatic and peaceful measures, without unilateral and provocative actions, in accordance with international law, including as reflected in the UN Convention on the Law of the Sea. Both sides also discussed further defense and security cooperation under the framework of the 2011 Memorandum of Understanding on Advancing Bilateral Defense Cooperation. Both parties agreed to further continue their cooperation in maritime law enforcement, particularly on developing capabilities to address disaster response and search and rescue. The two sides pledged to continue cooperation on MIA accounting, dioxin remediation, and unexploded ordnance. Both sides affirmed their cooperation to address international and regional security challenges of common interest.

Taking place in a spirit of growing trust and maturing partnership, the Dialogue helped to implement the Comprehensive Partnership between our two countries as the two nations commemorate the 20th anniversary of normalization of relations. The eighth Dialogue will take place in Washington D.C. in 2016.
